North Norfolk District Council runs its local crisis help as the Crisis and Resilience Fund. It is a grant — not a loan: help with essentials, nothing to repay. This is a summary; North Norfolk’s own page (linked below) is the authority and the current position.

North Norfolk District Council is one of 7 district councils in Norfolk. In a two-tier area the county council runs crisis payments and the district runs the housing side of the fund — rent shortfalls, a deposit, rent in advance. Norfolk County Council was allocated £14,309,555 for 2026-27; North Norfolk District Council was allocated £124,140 of its own. What North Norfolk itself says

Who qualifies. “If you are currently in receipt of Housing Benefit or Universal Credit (Housing Costs) and you are struggling to pay your rent, you may be eligible for a CRFHP”
How often. “the amount the Council can award each year is strictly limited”
How to apply. “Please visit Apply for Crisis and Resilience Fund for further information and to apply online”
You will need. “applicants must provide two months of full bank statements for all active accounts”
Not covered. “It cannot be awarded against services such as utility bills. Also, they are not designed to support unreasonably high rent charges”
Funding period. “The fund will run for three years, from 1 April 2026 to 31 March 2029”
